Gas remains the default for home heating across the UK, with around 85% of roughly 30 million homes relying on boilers that burn fossil fuel. Domestic heating alone accounts for more than a third of the nation’s total gas consumption, and about half of that gas is imported. Combined with some of the least energy‑efficient housing in Western Europe, this leaves millions of households exposed to supply shocks and price spikes.

Energy security experts argue that the UK’s “structural reliance” on gas creates a double vulnerability: the risk of disruption at international chokepoints and the fragility of highly centralised infrastructure that depends on a constant flow of fuel. When markets tighten or geopolitical tensions rise, the consequences ricochet through family budgets and the wider economy.

The recent past offers a stark lesson. After Russia’s full-scale invasion of Ukraine in early 2022, European gas benchmarks spiked within weeks. The surge fed directly into the UK’s cost-of-living crisis, pushing inflation to a multi-decade high later that year and forcing emergency interventions to blunt soaring energy bills. By late 2025, public support to shield households and businesses from energy costs was estimated in the hundreds of billions of pounds.

Beyond volatility at the meter, the climate costs are clear. Heating Britain’s leaky housing stock with fossil gas is incompatible with long-term emissions targets. The longer the transition drifts, the greater the lock-in to polluting systems and the higher the cumulative costs for consumers and the state.

Why home heating is now a security priority

Experts frame the issue not just as a climate or affordability challenge but as a matter of national security. Reliance on imported fuel exposes households to geopolitical risk far outside the UK’s control, while centralised pipelines and processing hubs concentrate failure points. When temperatures drop, this dependence can rapidly turn into a crisis of supply, price, or both.

Crucially, inefficient buildings magnify these risks. Poor insulation and outdated heating systems force boilers to burn more gas to maintain comfort, inflating demand precisely when pressure on the system is highest. The result is a feedback loop: volatile fuel markets drive up household bills, undermining confidence and requiring costly state intervention.

What needs to change

To close this vulnerability, the analysis calls for a “home front mission” that aligns energy security with climate action. The core of that strategy is clean electrification, demand reduction, and local resilience. Key steps include:

  • Accelerate the electrification of home heating by scaling up heat pumps and other low-carbon systems, supported by streamlined planning, workforce training, and consumer advice.
  • Set a clear timetable to phase out oil and gas heating in homes, giving households and industry certainty to invest and innovate.
  • Upgrade the nation’s building fabric at pace—insulation, glazing, draught-proofing, and ventilation—to cut demand and reduce exposure to gas price swings.
  • Build a more decentralised and resilient energy system, expanding local generation and storage, demand flexibility, and smart controls that lower peak stress on infrastructure.
  • Treat gas dependence as a security risk in policy and regulation, unlocking targeted finance for households (especially the most vulnerable) and prioritising resilience in network planning.

The payoff: lower bills, cleaner air, stronger resilience

These measures would shrink the UK’s gas demand, improve the reliability of energy supply, and insulate families from international shocks. Over time, efficient homes paired with electric heat can deliver permanently lower running costs, while cleaner air and reduced carbon emissions bring substantial public health and climate benefits.

For many households, the biggest barriers are up-front costs and confusion about choices. That’s why experts emphasise simple, well-communicated pathways; predictable incentives; and trusted local delivery. Done well, the transition can support skilled jobs across every region—installers, electricians, retrofit coordinators—and reduce pressure on the public purse by cutting the need for emergency subsidies when markets turn volatile.

The message is blunt: as long as most homes are heated by fossil gas, Britain remains hostage to forces it cannot control. A decisive push to electrify heat, tighten up the nation’s leaky housing, and decentralise power would turn a glaring weakness into a strategic strength—one warmer, cheaper bill at a time.
