A high-level parliamentary consultative meeting in New Delhi has mapped out a technology-enabled, community-centered plan to reduce India’s rising human-wildlife conflict while safeguarding biodiversity and rural livelihoods. Chaired by the Union Minister for Environment, Forest and Climate Change, the session brought together Members of Parliament, senior officials of the Ministry, Principal Chief Conservators of Forests, and Chief Wildlife Wardens from multiple states to align on prevention, rapid response, and long-term coexistence strategies.
Why the issue is urgent
Follow-up reviews since late 2025 show that conflict dynamics vary sharply by landscape and species. Several states continue to grapple with human-elephant interactions, while others face frequent incidents involving tigers, leopards, bears, rhinoceroses, wild boars, gaurs, and primates. The common thread: one-size-fits-all solutions don’t work. States and Union Territories have consulted MPs from affected constituencies and echoed the need for locally tailored responses rooted in science and community participation.
New tools and institutions to guide action
A Centre of Excellence on Human-Wildlife Conflict (CoE-HWC) has been established at the SACON, WII South Centre in Coimbatore. Conceived as a national hub, it is designed to advance scientific research, accelerate technology adoption, inform policy, build capacity across agencies, and anchor community-led approaches that can scale across diverse landscapes.
Complementing this, a National Human-Wildlife Conflict Portal, launched in July 2026, now offers a unified digital platform for reporting incidents, managing and analyzing data, sharing best practices, and supporting real-time decisions. Additionally, a Regional Action Plan for elephant conservation in South India has been approved, signaling a push toward corridor protection and coordinated action across administrative boundaries.
States report from the frontlines
Assam, Karnataka, Kerala, Madhya Pradesh, Uttarakhand, and Uttar Pradesh presented snapshots of their challenges and solutions—ranging from local early-warning systems to community-led vigilance and habitat improvement. Across geographies, several priorities consistently emerged:
- Landscape-specific planning that accounts for seasonal movement, food availability, and human use patterns.
- Rapid response teams equipped to defuse high-risk situations and reduce casualties.
- Protection and restoration of wildlife corridors to prevent bottlenecks that trigger conflict.
- Scientific monitoring to track populations, movement, and hotspots over time.
- Early-warning technologies and alert networks linked to village-level action.
- Compensation systems that are timely, transparent, and easy to access.
- Inter-state coordination for species that range across political boundaries.
- Sustained community engagement so local knowledge and stewardship inform every step.
Technology meets traditional stewardship
Members discussed a suite of tools—GIS mapping, artificial intelligence, drones, radio telemetry, and predictive analytics—that can anticipate risk and guide patrols, fencing, and warning protocols. Yet technology alone cannot resolve deep-rooted pressures at the forest-farm interface. Strengthening frontline capacity, ensuring prompt and fair compensation, and investing in public awareness campaigns were underscored as equally vital to build trust and prevent retaliation against wildlife.
Guidance from the leadership
The Union Environment Minister called for a balanced, science-based approach that marries institutional coordination with technology-enabled monitoring and active community involvement. The new Portal and the Centre of Excellence were highlighted as pillars for data-driven strategies, shared learning, and state support to adopt proven practices across contexts.
The Minister of State emphasized the need for habitat-focused scientific studies, including assessments of ecological carrying capacity, to determine whether landscapes can sustain current and future wildlife populations. Such evidence, members noted, will help target resource augmentation—like water, fodder, and corridor connectivity—where it is most needed to reduce conflict at its source.
What this means for the road ahead
The meeting closed with an in-depth exchange among MPs on tightening the policy and operational nuts-and-bolts: faster deployment of trained response teams, streamlined compensation, interoperable data systems, and investments in corridor security. As India urbanizes and farms intensify, coexistence will depend on aligning ecological restoration with rural safety and livelihoods. With a national portal, a specialized centre, and coordinated state action, the architecture for that transition is beginning to take shape—provided it is matched by sustained funding, local ownership, and transparent monitoring.
